Massachusetts Workforce Development Training Grants

AIM HR Solutions helps Massachusetts employers of all sizes access WTFP grants by:

Massachusetts Workforce Training Grants
The WTFP is a state fund financed by Massachusetts employers through a surcharge on the unemployment insurance tax. The fund provides resources to Massachusetts businesses for workforce development and employee skill improvement that will help maintain the economic strength and viability of the Commonwealth's businesses.


If your company pays into the Massachusetts unemployment fund, it is eligible to participate in the WTFP. Training grants are awarded competitively to employers, employer organizations, labor organizations, training providers, or a consortium of such entities to train current and newly hired workers. 

WTFP Grants Available - The WTFP currently offers four primary grants: 

General Program Training Grant 

  • Businesses of all sizes may enroll. 
  • The grant funds training up to $250,000. 
  • The grant covers most training programs; some are legally mandated.
  • Employers may choose their training providers.
  • Training programs funded by the grant must be completed within two years.  

Express Grant

  • The grant is available to small businesses with 100 or fewer employees.
  • The grant funds training up to $30,000 per company per the calendar year.
  • The grant funds training up to $3,000 per employee per course.
  • Approved businesses are reimbursed up to 50% of actual training costs. 
  • Training for employees who work in Massachusetts is eligible for reimbursement.
  • Training programs funded by the grant must be completed within two years. 

Direct Access Grant

  • Businesses of all sizes may enroll. 
  • The grant was created for smaller-scale training needs.
  • The grant offers free training to eligible businesses.

Technical Assistance Grants (under the General Grant) 

  • A group of small businesses may jointly apply for a consortium grant. 
  • The grant funds training up to $10,000.
  • The grant is awarded to organizations engaged in designing a training plan for a consortium of businesses. 
  • Training programs funded by the grant must be completed within six months.
