Workforce Training Grants

Many types of workforce training may be funded by a Workforce Training Fund Program (WTFP) grant through the Commonwealth of Massachusetts, Executive Office of Labor and Workforce Development. The grant program is administered by the Commonwealth Corporation. 

The WTFP provides for four principal types of grants: 

  • General Program Training Grants: Businesses can apply for a grant up to $250,000. Use training providers of your choice. The grant funds the majority of training programs except those that are legally mandated. The grant must be completed within two years.  
  • Express Program: Available for businesses with 100 or fewer employees. Grant funds are limited to $30,000 per company per calendar year and to $3,000 per employee per course. Approved businesses will be reimbursed for up to 50% of the actual cost of training.  
  • Direct Access Program: Businesses of all sizes may enroll. Created for smaller-scale training needs, this program offers training slots, free of charge, to businesses that are eligible.  
  • Technical Assistance Grants (under General Grant): A group of businesses can apply for a grant to help develop a consortium application for a training grant for a maximum of $10,000. Grants will not exceed six months and will only be awarded to organizations that are engaged in designing a training plan for a consortium of businesses.  

The Hiring Incentive Training Grant (HITG) program was suspended in 2014, and there is no scheduled date to begin operating again. The WTFP is funded by Massachusetts employers through an annual per employee unemployment insurance surcharge.
